Dear Friends:

On May 12, 2008, a powerful earthquake hit Sichuan province, China. We were all greatly saddened by the tremendous loss of life and property in the quake-affected area. Our thoughts are with those who lost their loved ones. Yet we are greatly heartened by the outpouring of generosity by the Chinese people and people from all over the world, and inspired by the indomitable spirit of mutual help infusing all of China.

Right after the earthquake, the Overseas Young Chinese Forum (OYCF), Sichuan Earthquake Relief Foundation (SERF), New Horizon, Tsinghua Alumni Association of Hong Kong (THAAHK) and China International Capital Corporation (CICC) responded quickly by encouraging members and friends to contribute to the relief efforts, setting up their own earthquake relief funds and seeking appropriate venues for the funds’ disbursement. In June, with introduction from common friends, we started the discussion of combining our efforts. We felt strongly that the three organizations share the same preference of being closely involved in a specific project over making general donations. We quickly reached the agreement to work together towards the goal of raising 1.5 million RMB ($220,000) to fill the gap needed for rebuilding Ma Jing Xin Hua Elementary School in the city of Shifang, which was badly affected by the quake. We also intend to keep a long term relationship with the school and its students.

On behalf of the working team, we ask that you lend a helping hand to the students affected by the 5-12 Earthquake by supporting our school rebuilding project. You can best contribute by making a donation to OYCF, a non-profit organization exempt from federal income tax under section 501(c)(3) of the Internal Revenue Code. OYCF will issue a proper receipt for your tax-exemption purpose.

今年五月十二日，中国四川地区发生了强度高达八级的特大地震。我们对由此造成的灾区重大人员伤亡和财产损失感到万分悲痛，因为我们的心和灾区人民是紧紧连在一起的。同时，我们也被来自于祖国人民和世界人民及时、慷慨的援助所深深感动。

地震发生之后不久，海外中国青年论坛、旅美四川地震赈灾基金会、新地平线、香港清华同学会与中国国际金融有限公司五个组织都立刻行动起来，设立各自的救灾基金，并分别通过各种形式募捐，着手策划和参与力所能及的、有效的赈灾项目。后来，经过共同朋友的介绍，我们五个组织开始商讨合作救灾的计划，因为我们都认为应该将有限的资金和力量集中到一个具体的赈灾项目上。很快地，我们就达成协议，决定共同募集资金，帮助解决什邡市马井新华小学重建所需的一半资金，共计人民币一百五十万元。重建计划不仅仅限于学校设施的建设，我们还计划与该校师生通过各种交流项目建立、保持长期的联系。
